The First says "Congress shall pass no law", which left it open for the states to possibly do, at least until the 14th.
But the Second is a broad assertion. It doesn't say Congress can pass no law that infringes on the right to bear arms. It says the right to bear arms shall not be infringed whatsoever.
And yes, yes, I am quite clear the Constitution does not grant rights. However the Second Amendment was certainly intended to protect them from abuse.
