If the car company wants the data, they can pay willing owners for it. If insurance companies want the data, they can give willing insureds a discount for having one and making it available. If law enforcement wants the data, they can get a court order upon probable cause. If the vehicle owner wants to disable or remove it, or keep the data private, they should be able to do so.
Meanwhile, I'm happy with my 1978 Honda Prelude. I don't like computers in cars--heat and motion are not a computer's friend.
Of course we have to consider that the data may totally provide evidence of innocence!
