Elected officials in Detroit made contracts that couldn't be kept. Everybody was smiling while the debt grew year after year after year.
If Detroit councilmen were selected by lot they would owe no political favors to financial supporters. If a majority adhered to rules based on legal precedence, that would be an improvement.
