Honestly I disagree with the notion that the Constitution does not give powers but limits them. I think that is an extremely dangerous idea, and a total misconception from the original intent of our Constitution. It actually does expressly provide a succinct list of all the things our Federal Government is supposed to be empowered with. Things like the Bill of Rights, which are used to "limit" power, get away from the fundamental idea that the government is simply not supposed to do ANYTHING unless it's listed expressly in the Constitution.

As far as citizens go however, this is correct, the Constitution does not grant rights, those are ours to begin with.
