There are plenty of places like that in the U.S. if you get to know any of your neighbors. There are farmer's markets and flea markets*, and of course there is always craigslist. There are also many independent stores, and even a few pawn and hobby shops that are willing to cut all sorts of deals if one is willing to speak up (perhaps unsurprisingly, most people are not). Even some of the kiosks you see in malls are willing to negotiate 'set' prices.

Not sure where you're located, but I've lived all around the country and have never had a problem shopping the way you described.

EDIT: I should add that even flea market transactions can be taxed in some states, such as PA.
