I think either William Henry Harrison or John Tyler. Harrison became sick almost directly after his inaugural address and died 100 days later, and didn't do anything. How nice it would be if more of our Presidents' term went like that.
Tyler then took the reigns, and didn't bow down to Harrison's cabinet, but he was a principled constitutionalist, vetoed the big government Whig legislation, and was banished from the Whig party because he followed his principles.
