I read an article years ago

that made the statement. I major city can be controlled by taking over 3 positions. The Attorney General, the Chief of Police, and the City Manager. It then gave the reasoning.

The chief of police could be used to guide selective enforcement and bring pressure to enemies or threats.

The Attorney General would be able to shield selected people from unwanted prosecution.

And the City Manager could control the purse strings.

I never forgot that and when looking at government now, I think I understand why they are so damn arrogant.
