Android suffers from "market competition". Any Android crippled in this way would likely suffer dramatic sales drop off thereby scaring other manufacturers from implementation.

Further, both Androids and iPhones can be jail broken to have that "feature" killed. Although jailbroken phones have notorious problems, and so I am glad I made the switch to Android a long time ago which is unlikely to ever suffer from this "feature".
