A United States birth certificate

verifies a person was naturalized as a United States citizen [common noun] in an operation of law by the designation of a name appearing on the birth certificate.

A United States birth certificate does not verify a natural born condition in and of itself. A United States birth certificate is not a self certifying document which verifies a natural born condition in and of itself. A United States birth certificate is prima facie evidence of facts surrounding birth that can be relied upon to form any determination whether a natural born or alien condition originally existed because it certifies a place of birth, parents, and other details manifested in the document.
