Part of winning at infowar is reclaiming the common language and using it to point fun at government folly. Simply pinning a label like "APP", on someone by some committee's title, does not create a new authority, nor retroactively make someone a criminal; but it does convey some subtle officialness to press folks who quote it, and the audience who passively takes it all in.
We are seeing this behavior pattern often enough to label and abbreviate aspects of tyrannical crimes. An popular acronym might make it more easy to remember, warn others, and perhaps persuade enforcers to follow a lawful course, rather than do something they are told when it's clearly wrong.
These are, "TOTs", Tyrants Owned Tools, who are promised great toys, but hardly get to play with them because they are the first to be removed by their masters when they are no longer needed.
