(b) Termination of use of United States Armed Forces; exceptions; extension period

Within sixty calendar days after a report is submitted or is required to be submitted pursuant to section 1543 (a)(1) of this title, whichever is earlier, the President shall terminate any use of United States Armed Forces with respect to which such report was submitted (or required to be submitted), unless the Congress.


The President can send troops into foreign lands without reporting for 60 days. IF HE HAS NOT REPORTED FOR 60 DAYS HE MUST WITHDRAW. He IS required to submit a report, but he can continue on with doing so for 60 days, and THEN if he has not submitted a report he must withdraw. So if he thinks he can get the job done in 50 days, then he can do so, WITHOUT submitting the REQUIRED report, then on the 60th day, congress tells him to come home, but he has 30 days to do so.
