Regarless of its INTENT, REGARDLESS of 50 USC 1541 (C) (1), (2), (3), REGARDLESS of 1542... if you cannot read 50 USC 1541-1544 and see that the President can send forces into a foreign country for the purpose of military engagement for 60 days (actually 62 days) without reporting to congress, WITHOUT ANY REPERCUSSIONS to his own position, without so much as a slap on the wrist, then you cannot read the law.

YOU ARE CORRECT. THe president has no unilateral AUTHORITY do so such. But likewise, the War Powers Act of 1973 gives him the room to do so for 60 days with no one to answer to. The congress CAN direct him within those 60 days to bring forces home. Or, they can sit on their hands, as they always do, for 60 days.

If there is no action for the president to NOT do something, then he CAN do such.
