To me, it feels more like a modified "ripped from the headlines" type of plot than anything else, it certainly wouldn't be the first time a video game has done this in regards to current events (the GTA series having some of the most notable examples).

The same questions come up with sci-fi series a lot as well. Life imitating art and blah blah.

edit: Also, dystopian futures, totalitarian regimes and total surveillance grids have been staple videogame plots since at least the 80s.
