The Telecommunications "Reform" Act of 1997 required that all new cars and cell phones made or sold in the United States on or after Oct 1, 2001 required that two way tracking and control devices be installed.
I don't know what bogusly named law required this one, but as of Oct 1, 2013, all new cars made or sold in the United States are required to have black boxes and automated radio transmission of internal computer data, readable by monitors on the side of the road.
