They goofed by doing it at the wrong time of the year. Also drivers were a dime a dozen at the time so it was not hard to replace the ones fired for not driving.
But now it would be much different, The timing could never be better for another shut down. Because of all the new very tough DOT licensing requirements and point system it is very hard to find a driver with a record good enough to hire. Companies are begging 24-7 for good drivers right now.
If it was done during produce harvest time it would be very successful man.
