Besides that, he left Putin some wiggle room in several areas of his response. 1. The Communist Soviet Union, not Russia, invaded Afghanistan. It was the Communist party, which now is opposed to Putin and the United Russia party. 2. Who believes that the U.S. isn't supplying or otherwise aiding the "Syrian" rebels, at least, indirectly? 3. The weapons being sold by Russia appear to be primarily defensive in nature, to protect the buyers against Western aggression. So, his response is not likely to upset Putin very much. At the same time, Rand Paul is interjecting himself, very necessarily, into the Geo-political arena.

And to his detractors, anyone could have written a letter to TIME. They didn't have to publish his. Why should he not write a response on an issue about which he has strong feelings?
