There is a line - not in the individuals mind though

A food is something that is nutritious, and required by the body for sustenance.

White sugar is neither. It does not occur naturally in nature; it is processed and refined by man. It is used by most people (mostly unwittingly) to achieve a specific feeling, outcome, or reaction in their body.

People smoke cigarettes for the outcome. The same is true (though most would fail to admit it, because they don't realize it) for sugar.

Give a little kid a whole candy bar, and watch what happens after he eats it. You'll see the effects and realize it is a drug.
