The average trucking fleet in

The average trucking fleet in America is 4 semi trucks. What does this number represent? It represents those that have 1 truck or 1,000 trucks in their fleet, with the average being 4. What does this number represent, as 4 is pretty low?
It represents the huge number of independent truckers that own 1 truck, thus lowering the average to just 4.
