If I owned a private road,

I would probably ban people from it who have been witnessed doing things that show they don't care about the safety of my other customers.

So, I'm annoyed at the system in general, that it's not private. I direct more annoyance at the kind of laws that are just for revenuing. I direct less annoyance at the ones that would eventually result in getting a careless driver off the road.

Do texting and driving laws distinguish between whether the vehicle was in motion or not?
