Texting and driving laws don't do anything.

They only affect the position of the phone and how far your eyes have to travel to text and keep your eyes on the road at the same time.

Without the laws, the phone would be up above dashboard level, with the phone hand likely resting on top of the wheel. Lack of concentration is still there, but at least the phone is kept at eye-level with the road, making it easier to switch one's focus.

With the laws, the phone is down on the person's lap or held in front of their stomach. Lack of concentration is obviously present, but this time with the additional obstacle of the person needing to raise and lower their whole head to switch their focus between the phone and the road.

The law makes an already dangerous action even more dangerous.
