I would agree with that statement, but the Roman Catholic catechism contradicts it and your assertion that Catholicism does not include inclusivism:

Section 847 of the Roman Catholic catechism promotes the idea that the Gospel and the Church are not necessary for the salvation of those who follow their conscience, and might be what the current pope was getting at with his statement:
