Why are they still operating under the Speaker's dictatorship imposed on the House in the 1870s?
Why have the rank and file not taken back their rightful power over the legislative processes?
I posit because they want to be dictator (ahem) Speaker one day themselves.
If anyone studies how the House did business back in 1789, and then look at it in the 1870s and what was changed, and then look at it today, there will be no doubt left in your mind where the problem lies.
The members have abdicated all power.
Everything is a back-door deal among "leadership."
This is why everything is done with continuing resolutions, and "without objection" and "deemed to pass" shenanigans.
