Considering that the Hubble telescope was launched with

a faulty lense and required a very expensive fix before it could see clearly, I would not say that it was exactly an example of efficiency or success.

As far as maned space flight, even some in NASA argued against it as being only a publicity ploy, diverting funds from more productive unmanned missions.

"Bend over and grab your ankles" should be etched in stone at the entrance to every government building and every government office.
