Wait a second.

Say you owe $1000 in fine for not signing up on insurance. It may be true that if you do not have a tax refund pending then the IRS cannot take further action or arrest you for not paying the fine.

But I read somewhere that this $1000 (plus interest) will be considered as taxes owed, for the next year, by the IRS and will be considered for auto-deduct from your pay or liable for IRS criminal proceedings if you fail to you. Can someone confirm if this is true?
