"rules of construction."

When determining the meaning of words used in the Constitution, their rule is that words used in the document are to be interpreted with the meaning they had at the time they were adopted. (thus 1789 for the original, 1792 for the first ten amendments, etc.) This is because the People are considered to have ratified the language and thus what THEY thought it meant at the time is what they ratified.

Under this construction, the Constitution is NOT a living document. It does not change. The only way to change it is to amend it.

This is why we must look to their use of the term "regulated" not as "restricted" but as "kept regular" because that is what it meant to them. (and technically, STILL means today, we just ignorantly use the word improperly) The same goes for "Militia" as it describes all able bodied males of a certain age, and not a government organized defense unit.
