The logistical problem:

The president determines who will preside over the DOJ.

If the DOJ decides to take down the president or a group of racketeers operating in congress, the investigation is quashed by the presidents appointee over the DOJ. The appointee is beholden to whomever appointed him.

They all wash each others backs like one big incest party.
