Why Does He Say Deficits (Plural)?

What sleight of hand is he using here? The deficit (singular) has certainly not been cut in half relative to January 20, 2009. Maybe he's just picking the point of the highest deficit (which he created) and comparing it to the point of the lowest deficit.
