The 40% that didn't show up could have been completely oblivious to the fact that there was an election going on because they were at home watching Soap Operas or playing with themselves. I haven't seen any definitive studies to suggest that all or most people who don't vote because they know that there are rarely any worthwhile candidates.

Also, keep in mind that people like the Amish and a few other groups make up some of the people who don't vote and they do so because they don't believe in our system of government or any other unless it's their own.
