Just put yourself in these people's shoes. I've never been "interviewed" while walking around to buy things at shops. It has to catch them off guard, I'm sure. Probably all they want to do is go on their way and so any questions asked of them, their answer will be whatever will get them out of the conversation the quickest.
He could offer to write these people a check and they'd still probably say no. It just seems kind of shady that it's going on in the street. And I'm sure Mark is using real silver/gold, but those people don't know that.
