When the 'Patriot Act' was first introduced into the Senate it was called the Omnibus Counterterrorism Act of 1995. It was introduced in the Senate by Joe Biden and was introduced in the House of Representatives by Chuck Shumer.
It was created by the RAND Corporation around 1991, and they tried to have it introduced in 1993 with the WTC bombing but they couldn't get any sponsor to introduce it into congress. It was then introduced in 1995 and was failing and then the OK City bombing happened and the American people were almost stuck with it back then; however, enough people voted against it.
