"The right to secede from the union shall belong to the individual states and to all persons"

I would put it between the first and the second amendments, where it belongs logically. When dealing with bad governments, you first speak up and change it. Failing that, you declare your independence from it. If they refuse to recognize that right, you get out the guns.

I would prefer that the amendment was there from the beginning. Perhaps Lincoln would have been impeached for even considering breaching the Constitution. We might have avoided a bloody civil war by taking the issue of the states leaving to court where I imagine that scotus would have ruled in favor of the CSA under that amendment.
