Anyone with experience in military procurement knows it

is one gigantic cluster fuck. Paperwork gets passed around and around through layers of bureaucracy and so many regulations it's a wonder they can keep track of even half the budget. Systems are antiquated and personnel shift in and out. It's an even bigger wonder they can fight a war. The Pentagon manages because when the shit is on the line someone higher up just says,"Do it!", and they cut through the red tape.
The pentagon desperately needs a top to bottom cleaning and re-structuring. It's a big enough job for a president to devote a full term to. Why any of the past many have not is a testament to the leadership we have chosen.
I'm not discounting excessive, unregulated black budgets, misappropriation, and outright theft, but the problem is much larger than that.
