Well, that's just silly

That makes no sense. The brain cell and the image of the universe (created by one group of scientists based on one hypothesis) look nothing alike. And, even if they did, that is not a brain cell. It is a neuron pattern made up of many cells.

The "Double Helix Nebula" is a NAME - because that is what it looks like. And, even if the two bands of dust and gas are charged different electrically - so what? First of all, there is no way to know. Secondly - And....? It is just meaningless drivel.
