The CME in question...

Solar Flares are categorized from weakest to strongest in 5 different classes; A-Class, B-Class, C-Class, M-Class, and X-Class.

This Solar Flare was an X1.2 http://www.sidc.oma.be/cactus/out/CME0030/CME.html

While it registered as an X-Flare, it's not strong enough to shut down anything. At most we might experience magnetic fluctuations, proton storms, geomagnetic storms, south-bound auroras, etc.

The solar flare/CME that caused the 1989 Quebec blackout was classified X15.
