Narcotics are very very illegal in Ukraine, though marijuana is

available (naturally) on the street.

In pharmacies you can get virtually anything without a prescription EXCEPT narcotics. Many smaller pharmacies don't even have narcotics available if you HAVE a legitimate prescription. Penalties for being caught with illegal narcotics are extreme. Unfortunately this leads to an unintended result.

Other than pot - most users tend to use heroine as the drug of choice because its the only one that they can get their hands on. And this is available in the seaport of Odessa among other places. Sailors often make good money selling it.

But because people have very little money - when an injectable drug is used people tend to share needles. This results in an AIDS rate three times to five times higher in Odessa than anywhere else in Ukraine. Its not a sexual disease there - its one that comes from reusing needles.

Of course this means prostitutes have it - because they tend to be heroine users as well, so they spread the disease. But far more people get it from needles.
