When cops get a 911 call

When cops get a 911 call about someone open carrying, why don't they ask if that person is pointing the gun at someone? If not, there is no suspicion of a crime, thus no need to respond.

They choose to respond because they have decided that is their policy. If I see a woman walking down the street in a sexy dress, should I call 911 so they can go ask the woman if she is a prostitute?
