Because it ISN'T free energy

Dams are powered by water collected in a reservoir. The water pressure due to gravity acting upon the water is the energy that is extracted to work the generators to produce electricity.

The water doesn't just magically fill the reservoir either. It is literally the power of the sun that evaporates water that then falls as rain, and eventually flows into the reservoir.

You cannot CREATE energy, only collect it. Through work (the physics definition of work) you can power a generator, or with solar panels you can harness the energy of the sun. That is pretty much it.
