While collecting signatures for a petition in a public place is fine, it's wise for video producers to obtain release forms from the people they interview on camera, especially if the subjects could be viewed in a negative light. Without a content or release form, the subjects may complain or seek a cease and desist order from the entity publishing or posting the content.
Photo journalists, for example, often obtain release forms from school officials (signed by parents) when they photograph children in public schools. Some parents refuse to sign such forms because they don't want their children photographed.
