No. Neighborhoods connected to water lines via back yards.

Saved a few bucks digging & piping. Makes retrofitting meters on each home much more expensive now. Actually, here is abundant water in California. It is mostly free or bought for pennies... based on rights 'granted, given away or taken away' over a century ago.

California has abundant water supply. The Sacramento valley is one the the world's largest water sheds. Most of California's water free or bought for pennies based on 100+ year old water rights & contracts.
