My example in the History of Voluntary State demonstrated a state can form entirely voluntarily, and would be a constitutional state. No one was able to offer any objections or contradict anything in the post, so it has to be assumed there were no valid objections. Costa Rica, if it felt threatened by a sudden danger of invasion, could then revert to coercive methods if necessary to defend itself. Whether stores and stockpiles of military weapons are maintained depends on the general condition of threats in the world.
