Citizens are the "important half", of course. The other half are guest workers with no right to participate in civics. Most likely, the minimum wage hike was rejected because it would extend to non-citizens as well.

Not sure about the exact requirements of Swiss citizenship. It actually depends on the canton rules. Maybe Geneva is kinder to Tina Turner than Bern is to Leon Trotsky's grandchildren. There are plenty of cases of third generation Swiss residents whose citizenship applications have been rejected outright.
