Anyone can enforce a just/natural law. You don't need police for that. The only purpose of police is to enforce unjust laws without consequences. So, in a sense, the answer to your question is "yes." Any and all law enforcement that is done by police as police is aggression. They are not acting as police when enforcing a law against murder; any regular person can do that. And you don't need politicians either to make a law against murder. Society just has no use for either politicians nor police.
I'm not saying the Las Vegas shooting was helpful or that you don't have a point. (See my post above---coming soon.)
