In protecting against armed invasion by enemy's under a Declaration of War ONLY.

The federal government can set "a standard" for immigration, The states must "CHOOSE" to implement it; the federal government has no constitutional authority to enforce it, because the federal government can prosecute only "4" crimes;

Immigration isn't one of them.

CANNOT DEFINE or PRESCRIBE the PUNISHMENT of "ANY OTHER CRIME WHATEVER", WITHOUT "VIOLATING the CONSTITUTION"."

I do not see "cheating immigration" laws as one of these crimes. It therefor is a "STATE" ISSUE "EXCLUSIVELY";
