Here is a news item "Cuomo Gun Safety Legislation Passes NY State Senate with Bipartisan Support":

Please tell me how I am wrong stating the act was passed by back stabbing Republicans in the state senate. The "bipartisan support" mentioned in the headline was required to push it through.

Cuomo did push a "message of necessity" that gave the bill an emergency status that limited debate. It was still voted on though. Bills must still be approved by vote of the senate and assembly. We don't have a complete dictatorship yet.
