Can't say that you don't have a point. But I'm afraid that the situation is not that simple. It's certainly true that we as humans have failed to uphold the law, but you make it sound like we just then have to uphold the law (and find the most efficient laws with logic) and all will be well. That's like saying that humans shouldn't be selfish, none of us should abort, smoke weed, etc, etc. The task you describe is nearly impossible to achieve.
Lawlessness can certainly be contained to a minimum, but unless you understand the human condition and realize that the system you design must be INCENTIVE COMPATIBLE to account for this, containing lawlessness by saying that people should uphold the law (or trying to convince them) is but a pipedream.
