House members allocated by population

Dividing a state does not increase the net population of the state. You might get an extra member here or one less member there due to rounding error, but no real difference. This is only really an issue in states that have virtually no population like the dakotas or wyoming, and they have a minimum number of 1 representative.

And this means we would have a much smaller government in each portion of California, which is a net win for the states there.
