Food safety is a sensitive issue in China after past "scandals"

"Food and drug safety is an unusually sensitive issue in China following scandals over the past decade in which infants, hospital patients and others have been killed or sickened by phony or adulterated milk powder, drugs and other goods.

This wouldn't be the same China whose food products are found throughout American supermarkets now, would it be? (Try to find locally-produced garlic. By "local" I mean from anywhere in the entire United States.
