Well, how about the Congo? And you can live real well there too -- IF you have capital to begin with, and IF you can stomach being surrounded by teeth-gnashing poverty and impossible corruption.
If you like being surrounded by well-manicured lawns and smooth tarmac, AND endless fees, licenses, taxes, forms, paperwork, and bureaucracy, stay where you are.
Now, in the Congo, there are miles and miles of legal statutes prohibiting everything on earth, but enforcement is almost nonexistent except where there is business competition, and in those cases, affordable bribes take care of all potential problems. That, and an equally affordable armed security attachment.
But that's life in the Third World.
