Incentives

The reason laws are or are not enforced is expediency. If an officer has time and is rewarded for apprehending people (both in promoting and in increasing the Dept budget due to property seizures) then it is considered expedient to enforce all the laws. If, however, officers are stretched thin and do not get rewarded for apprehending people (either in promoting or in property seizures) then it is considered expedient to not enforce all the laws but to pick and choose which laws to enforce.

Incentives work. Remove the incentives and you can pass all the laws in the world--no one will enforce them.
