I'm no expert on this but notice

that alot of hospitals' names point back to their religious roots - Catholic, Lutheran, Baptist, Methodist, etc. My understanding was that a significant percentage of their earlier work was done on a charity basis before we had widespread government healthcare funding.

As for private practices, most have policies on writing off balances for indigent patients. Possibly more balances would be written off quicker but the practices have to make sure detailed documentation exists to prove poverty and/or low income for indigent patients. If the practice lacks the documentation, then it may be penalized by Medicare if Medicare is the primary payer for that patient.
